I am sure both are important ... You have to optimize your page with on page SEO such as title, meta tag, keywords, design, and so on...<br /><br />then do off page SEO like article/blog marketing, social bookmarking, social networking, directory listing, forum posting, and so on...<br /><br />And you can add with SEM like using google adwords, pay per click, or pay per impression to even further promote ur website
